Managers with access to all brands can manage sending domains and People
Updates Manager on All brands so they can manage sending domains, People, invites, seats, and API keys. Paid seat or free collaborator does not matter.
A manager on one brand still only runs that brand. Plan and billing stay with the workspace owner.
